Early Works Packages Are Becoming the Make-or-Break Phase of Infrastructure Projects

In large-scale infrastructure and energy development, the spotlight often falls on major construction milestones. But industry professionals are increasingly pointing to a different phase as the true determinant of project success: early works.

Early works—covering site access, grading, drainage, staging areas, and temporary facilities—set the foundation for everything that follows. When executed well, they enable efficient contractor mobilization, reduce delays, and prevent costly rework. When rushed or underplanned, they can cascade into months of schedule slippage and budget overruns.

Recent project data suggests that delays tied to site readiness are among the most common—and avoidable—causes of missed timelines. In many cases, developers finalize EPC contracts and financing before fully accounting for real-world site conditions. The result is a disconnect between what’s on paper and what crews encounter in the field.

Complicating matters further, many projects today are being built on more challenging terrain: remote locations, uneven topography, or previously developed land with legacy constraints. These conditions amplify the importance of logistics planning, including haul routes, laydown areas, and traffic management.

The trend is prompting a shift in how early works are approached. Rather than being treated as a preliminary checkbox, early works packages are increasingly managed as standalone scopes with dedicated oversight and accountability.

This evolution reflects a broader realization within the industry: construction doesn’t start when the first piece of equipment arrives—it starts when a site becomes truly buildable.

As project timelines tighten and capital efficiency becomes more critical, the teams that invest in getting early works right are finding themselves better positioned to deliver on both.
